Is the discolouration dirt? Can it be cleaned off or is it permanent?

The photos were taken after I’ve tried to wipe them with wet wipes and water. Unfortunately I don’t have shoe cleaner at home so I’m not sure if that’ll help, but this was the best I could get with wet wipes!
